Mr Justin To leads the policy team in the Financial Services and the Treasury Bureau in formulating Hong Kong's overall policy on developing and regulating the virtual assets sector and payment systems, as well as collaborating with the Securities and Futures Commission in devising the licensing regime for virtual asset exchange platforms. In addition, he and his team are also responsible for matters relating to banking policy, bond market development, and anti-money laundering in Hong Kong.

Prior to his current role, Mr To worked on a range of policy areas including urban and town planning, transport planning, and welfare service planning in Hong Kong.

Director of Licensing and Head of Fintech Unit
Intermediaries, Securities and Futures Commission

Ms Elizabeth Wong is a Director of Licensing and Head of the Fintech Unit of the Hong Kong Securities and Futures Commission.

Her work involves the formulation of the Commission's policy on fintech matters and leading and supervising the licensing application approval process for virtual asset trading platforms, robo-advisers, virtual asset fund managers and traditional securities and asset management firms. Prior to taking up this role, Ms Wong worked in the Investment Products Division and the Intermediaries Supervision Department and played a key role in Commission-wide policy initiatives including developing and enhancing Hong Kong as an international asset management centre and introducing guidelines for regulating the sale of investment products through online distribution and advisory platforms.

Ms Wong practised as a banking and finance lawyer in Hong Kong prior to joining the Commission.

Mr Ernest Ho is responsible for developing the HKMA's thought leadership and coordinate the HKMA's ongoing work on the fast-evolving virtual assets, decentralised finance, and other relevant trends impacting on the transformation and development of the financial system globally and locally. Prior to the current role, Mr Ho was the Head of Real Estate and Technology in the HKMA's private markets team, overseeing the HKMA's private investment in real estate, venture capital and technology.

Before joining the HKMA, Mr Ho was a Research Associate at Morgan Stanley focusing on China macroeconomic research.

Edith Yeung is a General Partner at Race Capital - an early-stage Silicon Valley venture capital fund investing in all things infrastructure. Edith is the seed investor in Solana (has been dubbed one of the best venture investments of all time), Lightning Network, Agora.io, Placer.ai, RapidAPI, and 60 other amazing startups.

Prior to Race Capital, Edith was a partner at 500 Startups, the world's most active early-stage fund and incubator which invested in Twilio, Credit Karma, Grab, and 2000 more companies.

Before 500, Edith was the general manager at Dolphin Browser, a Sequoia Capital - backed mobile browser with over 150 million installs worldwide. Edith also worked with many Fortune 500 companies such as Siebel, AMS, AT&T Wireless, and Autodesk. She frequently speaks on venture capital, women in leadership, China and Silicon Valley technology and investment landscape. She is also a frequent guest lecturer at Berkeley and Stanford and commentator on BBC, CNBC, Wall Street Journal, Bloomberg, SCMP, Techcrunch, The Information, etc.
